Imagine, for example, that you find yourself in a neighborhood where your car doesn’t have a license plate. It would also make cities and towns a lot riskier places to live. The vehicle code prohibits entering an intersection on a green or yellow light whenever the intersection is so congested that you are unable to pass through to the other side. Vehicles end up stopped within the intersection in all directions creating a ripple effect well beyond the intersection. Normally, gridlock occurs when a vehicle enters an intersection and ends up stopped within the intersection when the traffic control devices for the opposite direction of travel have phased green.
